that provides for other departments and agencies to draft their
own laws.

- Government regulators and legislators are obligated to
investigate allegations of misconduct by 1) its own members
(government employees and officials), e.g., Congress, SEC officials,
etc. and 2) benefactors of government resources: e.g., government
contractors, TARP recipients, et cetera, and these agencies should
not receive any government funding during the investigation.
